ISU DAN PERMASALAHAN: BELUM TERPENUHINYA KEBUTUHAN PENDIDIK DAN TENAGA KEPENDIDIKAN DI SEKOLAH

Permasalahan pendidikan di Kalimantan Timur masih diwarnai oleh berbagai tantangan dalam hal manajemen tenaga pendidik. Tiga isu utama yang menjadi sorotan adalah pergerakan data guru akibat pensiun dan mutasi, ketidaksesuaian latar belakang pendidikan guru dengan mata pelajaran yang diampu, serta belum optimalnya penanganan dan distribusi guru. Setiap tahun, ribuan guru di Kalimantan Timur memasuki masa pensiun dan sebagian mengalami mutasi, namun proses regenerasi belum mampu mengimbangi kekurangan tersebut, sehingga menimbulkan kekosongan di sejumlah sekolah, terutama di daerah 3T (Tertinggal, Terdepan, dan Terluar). Selain itu, banyak guru di tingkat satuan pendidikan mengajar di luar bidang keahliannya, yang berdampak langsung pada kualitas pembelajaran. Distribusi guru juga belum merata karena kecenderungan guru memilih mengajar di daerah perkotaan, kurangnya insentif di wilayah terpencil, serta lemahnya sistem pendataan dan perencanaan kebutuhan tenaga pendidik. Untuk mengatasi hal ini, diperlukan upaya strategis seperti pemetaan kebutuhan guru berbasis data, pemberian insentif khusus bagi guru di daerah terpencil, peningkatan pelatihan dan sertifikasi, serta sinergi antara pemerintah pusat dan daerah. Dengan pembenahan sistem secara menyeluruh, diharapkan pemerataan tenaga pendidik di Kalimantan Timur dapat tercapai demi meningkatkan kualitas pendidikan secara adil dan merata.
Education problems in East Kalimantan are still colored by various challenges in terms of educator management. The three main issues that are highlighted are the movement of teacher data due to retirement and mutation, the incompatibility of teachers' educational backgrounds with the subjects taught, and the lack of optimal handling and distribution of teachers. Every year, thousands of teachers in East Kalimantan enter retirement and some undergo mutations, but the regeneration process has not been able to compensate for these shortages, causing vacancies in a number of schools, especially in the 3T (Disadvantaged, Frontier, and Outermost) areas. In addition, many teachers at the education unit level teach outside their area of expertise, which has a direct impact on the quality of learning. The distribution of teachers is also uneven due to the tendency of teachers to choose to teach in urban areas, the lack of incentives in remote areas, and the weak data collection system and planning for educator needs. To overcome this, strategic efforts are needed such as data-based mapping of teacher needs, providing special incentives for teachers in remote areas, increasing training and certification, and synergy between the central and regional governments. With a comprehensive overhaul of the system, it is hoped that the equal distribution of educators in East Kalimantan can be achieved in order to improve the quality of education fairly and equitably.
